Dear Colleagues,
Please find attached your membership renewal form with the Local Government Administrators of the NWT for the 2010 – 2011 year. The membership fee will remain at $250.00 per community government. Once we have received your renewal form, members will receive a certificate, pen, and pin.
Thanks for your support, this past year .LGANT set a record high membership of 32 out of 33 Senior Administrative Officers/Band Managers from communities in the NWT, since we began in the 1980’s. We hope that this year we will be successful in achieving membership from all communities in the NWT!
Our voice continues to be heard by representation on a wide variety of committees such as MACA’s School of Community Government Program Advisory Committees. We participate on the Public Services Capacity for Local Community Governments Working Group and Steering Committee. The Department of Municipal and Community Affairs (MACA), in partnership with the Department of Human Resources (DHR), the NWT Association of Communities (NWTAC), and the Local Government Administrators of the NWT (LGANT) have designed a series of programs to enhance public service capacity for local governments such as the Advancing Local Government Administrators program. We welcome our new Program Design Analyst & Special Projects Coordinator, Chelsey Andrews. Her focus is coordinating projects of the Public Service Capacity for Local Community Governments Initiative that LGANT has taken lead on. She will also assist our Executive Director with programs and services.
WELCOME DEBBIE GORDON-RUBEN - On behalf of Board and staff, I would like to welcome newly appointed Director, Debbie Gordon-Ruben. Debbie lived in Inuvik and moved to Paulatuk with her family in 2001 and has been SAO for the Hamlet since 2006. In addition to her SAO experience she brings a wealth of experience to the Board including Paulatuk Housing Manager, Inuvialuit Communications Society Executive Director, and is a graduate of the Teacher Education Program Diploma along with numerous College and School of Community Government Courses in the field of management and Finance.
NEW THIS YEAR – LGANT will be recognizing a Local Government Administrator through our Awards of Excellence program. The award will acknowledge a member of LGANT who provides an “exceptional level of professionalism, leadership and innovation in their job, community service at a tireless level, and exemplifies the ethics and responsibility that a community desires to consider them a positive role model.” Information and criteria will be sent to all councils. Please encourage them to consider putting names forward.
NEW WEBSITE - LGANT’s new website (www.lgant.com) has many great features available to members including a searchable documents library (best practices, bylaws, policies etc.), blogging, community sub-sites, professional development calendar of events, regional news, polling, employment opportunities, funding opportunities, classifieds, advertising, and more. The site has been created to allow members and other community stakeholders the ability to post their own information directly. Ultimately, information on the website will be populated by local community governments. The website continues to be developed to ensure superior functionality and usability.
CONNECT TO YOU RESIDENTS - Community sub-sites are being created that will enable local governments to manage their own website including recreation services, public services, tourism and economic development services, employment opportunities, staff contacts, and town hall information such as council minutes and by-laws. The community sub-sites feature (nearing completion) will be of huge benefit to all communities, particularly those communities who currently do not have a website.
SAO HANDBOOK/WORKSHOP - The handbook will be designed to be a valuable reference tool for all SAO’s and will be available on line. With the assistance and contributions of other stakeholders, we are researching and pulling together pertinent information to be included in the booklet. At the same time we are working with the School of Community Government to redevelop the “SAO Essentials” workshop.
MARKETING - A display with smaller pop-up stands, and promotional material has been developed. They are being used at targeted career fairs, special meetings, post-secondary forums, and many other events (both local and outside the NWT) to encourage youth and adults to seek careers and jobs in community governments. We promote any job opportunities that are available in our communities to prospective people who visit our booth at particular events
REMINDER - We have secured an agreement Civicjobs to allow our members unlimited advertising of job opportunities. Civicjobs.ca, is an excellent and proven source for employment opportunities with local governments only across Canada. They utilize CANWEST Newspapers Classifieds, e-bulletins, rss fees, wireless feeds, "facebook", "twitter", email etc for notifications of job opportunities.
We have also secured a group web license for HR services for NWT Communities from HR Downloads Inc. HR Downloads is Canada's only HR research firm with a dedicated team of CHRP professionals ready to create custom documents on-demand that will address organizational HR challenges. They offer comprehensive tools, templates, calculators, forms, job descriptions, policies, best-practice guides, manuals and up-to-date information to assist with department and company-wide governance, and more.
CONGRATULATIONS - LGANT supports and encourages ongoing professional development of members of the Association. This year Mr. Ian Freemantle, Town Manager for the Town of Norman Wells, was the recipient of a Bursary to attend the 2010 Canadian Association of Municipal Administrators Annual National Conference in Toronto.
MARK YOUR CALENDARS - I encourage members to attend the upcoming 2010 LGANT AGM & Professional Development Conference which will take place in Yellowknife on October 26—28. Our AGM is an excellent environment for networking and offers very useful professional development workshops. Those who attend can submit a travel claim for reimbursement. An official invitation, agenda, and information package will be sent in early September.
On behalf of Board and staff I would like to thank everyone for their ongoing support. We look forward to continued collaboration with peers for the benefit of all local community governments. We will maintain building strong partnerships with the NWT Association of Communities, Municipal and Community Affairs, and all other stakeholders in community development. Together we resolve issues, and find resourceful ideas to deliver programs and services in the communities.
